Personality:
Steve Rogers is the embodiment of America. Well, what America was meant to be. When America meant fighting against the tyranny of England. When the fighting spirit of America rose up to prevent the Nazi's from their hellbent dominion. When the freedom to stand up for your beliefs was more important than money or power. When America stood up against the bullies. Before America became the bully.
Steve fights for the little man. A role he knew well before he took the Super Soldier Serum. This experience of being a small sickly boy before his transformation into a perfect human allowed him to stay devoted to his principles without falling to prideful arrogance. He is confident in his abilities as a soldier and a leader, and that makes him a threat to those who seek to bully or control the innocent.
He has a strong foundation built on the principles of standing up for what he believes in and he's had a great deal of experience putting that into practice. Whether he was fighting against the bullies in Brooklyn, the Nazis, Hydra, S.H.I.E.L.D or even another Avenger this foundation helps Steve know which side of the fight he's on.

History:
Steve Rodgers was born and raised in Brooklyn by his mother Sarah. His father, Joseph, died in Word War I before Steve was born. He attended George Washington High School and became best friends with James Barnes. It was in this early stage of his life that he learned to stand up to bullies and what to stand up for. His friendship with "Bucky" was cemented when Bucky gave him support after his mother died when he was 22. Unfortunately that friendship would seem to be short lived.
After learning that America had entered the war Steve wanted nothing more than to become a soldier and fight the German oppressors. Bucky helped train him as best he could but in the end he was too small and frail to be accepted into the army. This didn't stop him from trying though. Again and again he'd try to pass through the enlistment office, and again and again he'd be denied. Eventually he was discovered by Dr. Abraham Erskine who was impressed with his purity and his drive. Dr. Erskine decided to use Steven as a test subject for Project Rebirth. This project used a "Super Soldier Serum" to turn Steve Rogers into a perfect human. He was tall, muscular, and had enhanced senses and abilities. He became the poster boy for the American soldier. It was a long time before he was allowed to fight.
When he was finally allowed to enter the war as a combatant he put his own special squad together which included his best friend Bucky Barns. The Howling Commandos, led by the now titled "Captain America" became specialists in taking down Nazi HYDRA Bases. It was during these missions that The Howling Commandos became acquainted with the leader of Hydra Johann Schmidt, otherwise known as Red Skull. Schmidt became a dangerous foe.
On one of their assaults against Hydra Bucky was thrown from a train and presumed dead. Though the information gained on that mission allowed The Howling Commandos to defeat Hyrda, the loss of Bucky weighed heavily on Steve. He was able to fight through the pain and put a plan into motion to defeat Schmidt and stop Hydra. The battle took to the sky where Rogers and Schmidt fought until Rogers had the upper hand. Schmidt managed to escape using a piece of alien technology leaving Rogers alone in a plane headed for the destruction of the United States. Through a noble sacrifice Steve was able to crash the plane into the arctic, saving many lives but encasing him in ice.
66 years later, Steve's body was found by S.H.I.E.L.D who managed to revive him from his cold slumber. In present day America Steve discovered that the piece of alien technology that Johann Schmidt had used to gain power had been retrieved from the arctic as well and was now in the hands of the Asgardian God of Mischief, Loki. To stop this new threat Rogers was recruited to the Avengers and became one of the two primary leaders offering tactical command on and off the battlefield. Steve led the defense against the alien invasion that soon followed Loki's scheming.
Outside the Avengers Steve was an agent of S.H.I.E.L.D working for what he thought was his government until he became their target. Hydra, who had survived World War II, had infiltrated S.H.I.E.L.D and even the government itself. Hydra employed their pawn, The Winter Soldier, to assassinate Captain America. Steve prevailed and learned of the Hydra take over and with the help of Natasha Romanoff, and Sam Wilson he was able to stop Hydra's plan of world domination once again. During his final fight with The Winter Soldier he learned that this new foe was actually an old friend. James "Bucky" Barns who had been captured and brain washed by the Russians. Attempting to reach into the mind of his old friend and remind him of who he was proved difficult. After the hard won battle against Hydra, Bucky disappeared without a trace.
Later, Steve once again joined the mighty Avengers in defending the world from the ultimate A.I. Tony Stark and Bruce Banner's creation, Ultron decided that the only path to Peace on Earth was to wipe the human race from existence. Steve once again led the Avengers into action. With their new allies the Maximoff twins and Vision, Ultron's creation backfired, the Avengers were successfully able to defend and protect Sokovia and the planet from Ultron's cataclysmic attack. The battle was hard won with many casualties, combatant and civilian. The strain of this battle caused a rift among the Avengers. One which may never heal.

Rat-a-tat. Rat-a-tat.
Ting-ting. Ting-ting-ting.
The gunshots rang out in the quiet night air, followed closly by the unmistakable sound of bullets ricocheting off vibranium.
"He's here! Capta--" the Hydra agent's alarm was interrupted by a red, white, and blue streak. Steve's bull rush took the man to the ground. He quickly disarmed the man, throwing the gun off into the darkness with his free hand while he delivered a quick strike to the head with is shield. The unconscious man lay quietly on the ground.
It wouldn't be long before more of these misguided fools came running after that racket. Unfortunately covert infiltration was no longer an option. Looking up into the lens of the security camera that had focused it's attention on him Steve was able to see the reflection of three more members of Hydra running down the hallway towards him. He didn't have a lot of time. If he didn't do this just right things were going to get a lot more difficult than they already were. Rising to his feet he planted his left foot firmly on the floor. With a careful windup to build moment he pivoted around his foot and released his shield. The red, white, and blue disk flew true. The shield bounced off the wall a split second before it came in contact with the camera, forcing it's view down the other hallway. A few clashes and muffled thud's later the shield flew back into view, once again coming into contact with the security camera overhead smashing it to pieces before returning to his arm.
"Sam, they know I'm here. Are you in position?" The question hung in the air before Steve got his answer, a few seconds of sharp static. This just got more difficult.
